Dr. Hao Zhan possesses extensive and in-depth expertise in insurance and reinsurance industry. His practice spans a broad spectrum of areas, including the establishment and corporate governance of insurance institutions, insurance funds investment, regulatory compliance of insurance products, issuance of bonds and financing by insurance companies, mergers and acquisitions and restructuring of insurance entities, responding to investigations by insurance authorities, as well as dispute resolution about insurance and reinsurance.
He has provided legal services for the establishment of many direct insurance and reinsurance companies, internet insurers, mutual insurers, insurance asset management companies and insurance intermediaries. He has also advised on the investment and financing activities of insurance institutions and insurance asset management companies, including the launch of equity investment plans, infrastructure debt investment plans, real estate and private equity investments by insurance funds, issuance of subordinated and capital supplement bonds, and IPOs. He has represented Chinese insurers in investments in the U.S., Europe, Australia, and Hong Kong. He has also provided legal solutions for enterprise annuity trusteeship of several central SOEs and listed companies.
His representative work includes providing full legal services for a domestic insurance brokerage firm in its domestic and overseas private financing, introducing investment from a major international financial institution; conducting due diligence and providing legal services for the acquisition of insurance company equity by a domestic bank and by a Japanese insurer and a domestic financial conglomerate.
Dr. Zhan also serves as legal counsel to multiple insurers, reinsurers, insurance asset management companies, insurance intermediaries, and foreign insurance companies, offering services such as policy review, daily legal affairs, compliance management, and development of new insurance products. He has advised foreign insurers on extended warranty services in China and assisted Chinese insurers in issuing catastrophe bonds overseas for the first time.
He has extensive experience in insurance litigation and arbitration as well, including construction insurance, marine insurance, D&O, property loss insurance, pollution liability insurance, product liability insurance, litigation preservation liability insurance, reinsurance, co-insurance, and aviation insurance. He has also represented clients in cross-border reinsurance arbitrations in London, Paris, and the U.S., both institutional and ad hoc.

Dr. Zhan stands as one of China's pioneering legal practitioners in antitrust/competition law. He currently serves as Vice President of the Beijing Digital Economy and Digital Governance Legal Research Association, expert member of the ICC Competition Commission's Compliance & Advocacy Working Group and Merger Control Working Group, and Vice Chairman and China Ambassador of the ICC China Competition Committee.

He has extensive experience in antitrust compliance and investigations. He represented a client in China's first price cartel investigation, achieving a termination of the investigation. He also assisted a client in obtaining a reduced penalty in China's first antitrust enforcement case. He has helped several companies file complaints with antitrust authorities and achieved favorable outcomes.
Dr. Zhan has extensive experience handling high-profile antitrust litigations involving complex issues such as standard-essential patents (SEPs), refusal to deal, resale price maintenance, and platform competition. Notably, he represented China's State Administration for Market Regulation (SAMR) in its inaugural antitrust administrative litigation—the Glucose Gluconate Case—and secured a landmark victory. In the precedent-setting First Rare Earth Case, he successfully appealed the first-instance judgment, with the ruling later recognized among the Supreme People's Court's 50 Typical IP Cases. His track record includes representing Sinopec in China's first oil industry antitrust suit (Yunnan Yingding Case) and represented Panasonic in a vertical restraint case, both achieving favorable rulings. Currently, he advises a provincial market regulator on administrative litigation concerning horizontal monopoly agreements, including potential administrative reconsideration proceedings.
Leveraging his years of experience, Dr. Zhan has provided comprehensive antitrust compliance advice to many large SOEs and multinational companies. He has also represented clients in numerous cross-border merger control filings in sectors including healthcare, telecommunications, software, automotive, energy, internet, finance, machinery, electronics, aviation, shipping, and insurance.
