Dr Liu is a highly experienced and respected lawyer who concentrates his practice on the full spectrum of intellectual property, litigation and arbitration, antitrust and competition.

Prior to joining AnJie Broad, Dr Liu served as a senior judge in the Beijing High People’s Court. He had tried more than 2,000 IP cases, including civil cases regarding patents, trademarks, copyright, trade secrets and unfair competition disputes, as well as administrative cases regarding patent re-examination, patent invalidation, trademark re-examination and trademark invalidation, many of which had a profound impact on the IP industry practice.

As a partner of AnJie Broad, Dr Liu has handled numerous high-profile cases. Among these cases, one case was selected as one of the Top 10 Intellectual Property Cases in Chinese Courts (2020), two were selected as 50 Intellectual Property Representative Cases by Chinese Courts (2018, 2022), and one was included in the Gazette of the Supreme People's Court (2022). Additionally, one case was selected as a typical case by the Intellectual Property Tribunal of the Supreme People's Court (2022), and four were included in the "100 Representative Cases Marking the Fifth Anniversary of the Intellectual Property Tribunal of the Supreme People's Court." Furthermore, one case was featured in both the Annual Report Abstract on the Application of Law in Intellectual Property Cases (2024) and the Summary of Guiding Principles from the Intellectual Property Tribunal of the Supreme People's Court (2024).

Dr Liu published four IP-related academic monographs, A Comprehensive Study of Chinese Patent Litigation: Rules and Cases, Guideline for Patent Infringement Litigation in China, Application of the Law on Invention/Utility Model Administrative Lawsuits – Rules and Cases and Liability of Internet Service Providers on Indirect Intellectual Property Infringement. These books received wide acclaim among lawyers in China and are regarded as guidelines for resolving various IP-related issues. Dr Liu has also published many influential trademark or IP-related articles and essays in some well-known journals and magazines.

Dr Liu is often invited as a guest of honor by major IP conferences and conventions, where he has delivered keynote speeches on the rules for determining trademark infringement, patent administrative litigation practices and issues, the rules for determining patent infringement and interpreting patent claims, among other topics.


Representative Cases

(1)Patent Related Representative Matters

  • Represented Qualcomm for major invention patent litigations against Apple before Jiangsu High People’s Court.
  • Represented Sharp in a famous case concerning Standard Essential Patents (SEPs), which was rated as one of the top 10 IP cases in Chinese courts in 2020,against OPPO before the Shenzhen Intermediate Court and the Supreme People’s Court of China concerning the global FRAND terms on Sharp’s SEP patents on LTE technology.
  • Represented Sharp in patent licensing disputes concerning Standard Essential Patents (SEPs) with Xiaomi and vivo, and assisted Sharp in reaching patent license agreements with the other parties.
  • Represented AstraZeneca AB (Sweden) in the administrative litigation case concerning the invalidation of the compound patent for Ticagrelor and secured a favorable judgment. The case was selected as one of the 50 Model Intellectual Property Cases by Chinese Courts in 2018 and included in China Business Law Journal’s “Notable Deals and Cases in China 2019”.
  • Represented AstraZeneca AB (Sweden) in the administrative litigation case concerning the invalidation of the crystal form patent for Ticagrelor, and successfully persuaded the Supreme People's Court to adopt the acceptance criteria for supplementary experimental data in this case.
  • Represented AstraZeneca AB (Sweden) in the administrative litigation case concerning the invalidation of the patent for the preparation method and intermediates of Ticagrelor.
  • Represented AstraZeneca AB (Sweden) in several infringement cases over the invention patent for Ticagrelor.
  • Represented Nanjing Shenghe Pharmaceutical Co., Ltd. in the administrative litigation case concerning the invalidation of the invention patent for Levornidazole before the Supreme People's Court and secured a favorable judgment. The case was selected as one of the 20 Model Cases by the Intellectual Property Tribunal of the Supreme People's Court in 2022.
  • Represented Nanjing Shenghe Pharmaceutical Co., Ltd. in two infringement dispute cases over the invention patent for Levornidazole before the Supreme People's Court. As major cases publicly heard by a five-judge collegial panel of the Intellectual Property Tribunal of the Supreme People's Court during the Intellectual Property Publicity Week in April 2021, both cases resulted in favorable judgments and were selected as two of the 20 Model Cases by the Intellectual Property Tribunal of the Supreme People's Court in 2022.
  • Represented a leading U.S. innovative pharmaceutical company in three administrative ruling cases of pharmaceutical patent linkage before the China National Intellectual Property Administration (CNIPA), and obtained favorable rulings in all cases.
  • Represented a leading U.S. innovative pharmaceutical company in three pharmaceutical patent linkage litigation cases before the Beijing Intellectual Property Court and the Supreme People's Court, and secured favorable judgments in all cases.

(2)Trade Secret Related Representative Matters

  • Represented a leading tech company in a technical trade secret infringement dispute against another tech company, involving an amount in dispute of RMB 96 million, and secured victories in both the first and second instance trials.
  • Represented a leading innovative pharmaceutical company in a trade secret infringement lawsuit against another pharmaceutical company, with damages claimed amounting to RMB 100 million.
  • Helped a tech company to build trade secret protection system.

(3)Trademark Related Representative Matters

  • Lead the IP team represented Tencent in a trademark infringement and unfair competition litigation against a e-commerce company and the court awarded 50 million RMB compensation for our client.
  • Lead the IP team represented Tencent in a trademark infringement and unfair competition litigation against a tech company. The court awarded 50 million RMB compensation for our client and recognized the unregistered trademark “weishi” as well-known trademark.
  • Represented a financial equipment company in a unfair competition litigation and won.
  • Lead the IP team represented Beijing Huanqiu Meiyu advertisement Co., Ltd. in a trademark administrative litigation regarding “three years non-use revocation” before Beijing High People’s court and won.
  • Lead the IP team represented Greenworks (JIANGSU) Co., Ltd in a trademark administrative litigation regarding “invalidation of registration of mark” in the second instance court and won.

(4) Copyright Related Representative Matters

  • Participated in the trial of Copyright dispute case concerning whether aircraft shape and model constitutes work.
  • Represented a investment company against a big tech company in China in a copyright infringement litigation.

(5) Civil Related Representative Matters

  • Represented a Guangdong-based company in a "Valuation Adjustment Mechanism" (VAM) dispute with a partnership, involving an amount in dispute of over RMB 76 million.
  • Represented a Guangdong-based company in another VAM dispute with a partnership, involving an amount in dispute of over RMB 62 million.
  • Represented a Hunan-based company in a work contract dispute with a Shanghai-based company, involving an amount in dispute of over RMB 78 million.
  • Represented a major educational technology company in two retrial cases concerning franchise agreements, and successfully persuaded the judges to overturn the second-instance judgments, thereby safeguarding the company's franchise business model—a result of significant strategic importance.

  • Represented Sharp in a antitrust investigation brought by the National Anti-Monopoly Administration.
